Applications Which Have Been Out-to-Notice for 30 days and are Before the Full Council for Decision:

2010-06-036 CHEVRON USA, INC. -- Construct and maintain mixed use (commercial/residential) development on approx. 26 acres upland site, to be served by municipal water/sewer service. Per the application’s description: “the development will be modeled on a traditional New England-style waterfront village. The site is proposed to be built in five (5) phases. The site includes retail space as well as approximately 600 condominium units contained within larger buildings as well as townhouses and apartments. The site will have numerous public amenities including a bicycle path that is proposed to connect to the existing East Bay Bicycle Path maintained by the State. The Village on the Waterfront site will be serviced by public water and sewer. Water service will be brought into the site from Lyon Avenue and Waterfront Drive and sewer will be provided by an existing sewer main to be replaced which runs through the site. The main access to the site will be from Veterans Memorial Parkway. A second entrance will be provided to the site through the extension of Waterfront Drive south along the coast from near Bold Point Park. An emergency access is proposed to connect Waterfront Drive to Veterans Memorial Parkway on the southeastern section of the site. The runoff water quality will be improved by utilizing Best Management Practices (BMPs) as established by RI Stormwater Design & Installation Standards Manual for the treatment of stormwater runoff from the proposed development.” Additionally, it is proposed to construct a public access pier and launch ramp consisting of an 8’ x 200’ fixed timber pier, ramp, and 6’ x 32’ float, and a canoe/kayak launch ramp with 6’ x 80’ float. Located at plat/lot 16/21/10, 6/1/6, 7/1/4, 17/1/1, 17/1/3, 18/1/1, 18/1/2, 18/2/1, 108/2/2; 431 Veterans Memorial Parkway, Providence, RI.

2011-05-120 NORTHERN WATERFRONT -- Construct and maintain the Carnegie Beach Club Project (CBC) consisting of a planned resort development at site of the former Weyerhaeuser Company timber shipping facility and the current Mount Hope Marine Maritime Terminal. The various development properties comprise approximately 131 acres stretching from Willow Lane to Pheasant Drive and overlooking Narragansett Bay to the west. The proposed project includes: 106 four, five and six bedroom, single family free-standing condominium units; an equestrian center with stables, arenas and turnout areas; a large multifamily and clubhouse facility; banquet function facility; marina administration building; a private marina; utility and stormwater infrastructure; an internal network of private roadways; large-scale onsite wastewater treatment components for community sewage disposal; a revised entrance road stemming from Bristol Ferry Road in the existing area of Terminal Road; secondary site access from West Shore Road involving a wetlands crossing; tertiary access from the adjacent Strawberry Lane residential subdivision; public access to the waterfront via Pheasant Drive; vehicle access to the Carnegie Harbor and Abbey Golf Course developments to the south for shared amenities. Variances are required to the standards set forth in the Aquidneck Island Special Area Management Plan (AISAMP). The standards requiring variances are AISAMP Sections 150.1.e, 150.3.g, 150.3.i, 150.5.b, 150.5.c, 150.5.e, 150.5.g, and 150.5.h. Located at plat AP 17: Lots 8 and 9, AP 22: Lots 2,3,4 and 10; AP 23: Lots 18 and 19; From Willow Lane to Pheasant Drive, west of Bristol Ferry Road (Route 114); Town of Portsmouth, RI.

Applications requiring Public Hearing on Special Exception and are Before the Full Council for Decision:

2011-06-099 CITY OF PROVIDENCE – Roger Williams Park Dalrymple Boathouse -- Redevelop a 0.85 acre site to provide a public access boat ramp. The project will remediate the site which includes grading of 4,100 CY of material, bringing in 2,000 CY of clean material, installation of a pre-cast concrete ramp (constructed in a coffer dam with preloaded soil), an 80’ long courtesy dock and LID stormwater management on the upland for the site. Located at plat 17, lots 368, 611, 8; East Transit Street, Providence, RI.

2011-08-031 NARRAGANSETT BAY COMMISSION -- Construct and maintain “Man-Made Earthen Levee Improvements Project” (repairs/improvements to existing flood protection levee). Project requires a Special Exception from RICRMP Section 300.2 & 210.3 to fill 0.30 acres of wetland and temporarily alter 0.56 acres of wetland (to be restored). (See attached description.) Located at plat 302, lot 01; 102 Campbell Avenue, East Providence, RI.

Enforcement Actions before the Full Council:

A2010-05-072 STANLEY WEISS – Determination of compliance of Assent for the elevation of existing dwelling and boathouse; construction additions to existing dwelling; filling and grading; place crushed stone to within 4” of adjacent lawn elevation, then place 4” loam to match adjacent lawn at areas of erosion landward of seawall. Located at plat 117, lot 227; 23 Washington Street, North Kingstown, RI.
