RI Coastal Resources Management Council

In accordance with notice to members of the Rhode Island Coastal Resources Management Council’s Planning and Procedures subcommittee, a meeting of the subcommittee was held on Tuesday, January 15, 2013 at the offices of the CRMC, Stedman Government Center, 4808 Tower Hill Rd, Wakefield, RI.

Call to Order. Ms. Livingston called the meeting to order at 8:30 a.m.

Ms. Livingston called for a motion to approve the minutes of the December 18, 2012 subcommittee meeting.

Mr. Lemont seconded by Mr. Gomez moved to approve the meeting minutes of December 18, 2012. All voted in favor of the motion.

Item 4.A. – RIGL 38-2 Access to Public Records. B. Goldman explained that the agency is required to clearly inform the public as to its procedures for obtaining public information from the agency. Legal Counsel and staff are drafting regulations to reflect conformance with the statute that will be brought to the subcommittee for approval at a future meeting.

Item 7.A. – “Beach/Erosion” SAMP Update. G. Fugate informed the subcommittee of the latest issues on the development of a Beach SAMP. G. Fugate passed out an Organization Chart and draft expenditure spreadsheet should the project be fully funded and explained how the project would be managed. He stated that the P&P subcommittee would be directly managing the effort. G. Fugate also said that there will be more of a need to meet when additional funding is secured. Currently, no new sources of funds have been committed to the effort. Mr. Lemont and Ms. Livingston expressed issue with the same members attending these new SAMP meetings. Mr. Gomez offered that this process might want to use the Ocean SAMP process which involved having the full council act as direct overseer of the project. He also stated that a decision will need to be made as to how much involvement the members will need to have. Mr. Lemont stated that there are good minds on the council and we need to let the members know that their participation is needed. Ms. Livingston stated that she will revisit these issues as the SAMP development process progresses. B. Goldman felt that there was not a need to have Roger Williams University Law School undertake legal research as that was already accomplished under the Ocean SAMP. Ms. Livingston felt that the work might be to address different issues and that the task would also strengthen the relationship between the school and CRMC. Mr. Gomez agreed on the relationship issue but not if the task was redundant. G. Fugate will determine what the task outcomes are to be. Mr. Lemont was concerned with the equipment purchases and subsequent ownership of each. Mr. Lemont noted that this SAMP effort will be the most “living” document that the agency has and it will be seen as one of the most important in the state.

ADJOURNMENT. Mr. Lemont, seconded by Mr. Gomez, moved to adjourn the subcommittee meeting. All voted in favor of the motion and the meeting was adjourned at 9:39 a.m.
