RI Coastal Resources Management Council

In accordance with notice to members of the Rhode Island Coastal Resources Management Council’s Planning and Procedures subcommittee, a meeting of the subcommittee was held on Tuesday, July 16, 2013 at the offices of the CRMC, Stedman Government Center, 4808 Tower Hill Rd, Wakefield, RI.

Call to Order. Ms. Livingston called the meeting to order at 8:31 a.m.

Ms. Livingston welcomed Mr. Angelo Liberti as the DEM replacement for Russ Chateauneuf, who retired
from state service.

Ms. Livingston called for a motion to approve the minutes of the May 21, 2013 subcommittee meetings.

Mr. Lemont seconded by Ms. Livingston moved to approve the meeting minutes of May 21, 2013. All voted in favor of the motion.

Item 4.A. – RICRMP Section 300.11.B.1 Aquaculture/Policies. J. Boyd explained that the revisions proposed to these regulations simply clarify that aquacultures activities are allowable in all water types.

Mr. Lemont seconded by Mr. Liberti moved to approve the proposed regulation. All voted in favor of the motion.

Item 4.B. – Ocean Special Area Management Plan – Section 860.2.1(3) Renewable Energy and Other Offshore Development, and Section 1160.1(3) The Policies of the Ocean SAMP. G. Fugate explained that these proposed revisions (same language for each section) are back in front of the subcommittee due to comments from NOAA that the proposed language be clarified for federal consistency purposes. Therefore the proposed revisions are as NOAA staff has presented them, which provide for more criteria in the regulations.

Mr. Lemont seconded by Mr. Liberti moved to approve the proposed regulations. All voted in favor of the motion.

Item 7.A. – “Beach/Erosion” SAMP Update. G. Fugate explained that funding issues are still an obstacle to accomplishing significant science towards the development of the SAMP. Maps being prepared by state geologist Jon Boothroyd and Connecticut College geologist Brian Oakley are the only products being produced at this point.

Congress has appropriated funds to federal agencies as a result of Hurricane SANDY. G. Fugate explained how he is working with the ACOE to find project funding for addressing the loss of beach at Misquamicut, possibly using sediment dredged from Winnapaug Pond to widen the beach face.

ADJOURNMENT. Mr. Lemont, seconded by Mr. Liberti, moved to adjourn the subcommittee meeting. All voted in favor of the motion and the meeting was adjourned at 9:06 a.m.
