In accordance with notice to members of the Rhode Island Coastal Resources Management Council’s Planning and Procedures subcommittee, a meeting of the subcommittee was held on Tuesday, June 17, 2014 at the offices of the CRMC, Stedman Government Center, 4808 Tower Hill Rd, Wakefield, RI.

Call to Order. Ms. Livingston called the meeting to order at 8:30 a.m. Ms. Livingston called for a motion to approve the minutes of the April 15, 2014 subcommittee
meetings.

Mr. Lemont seconded by Mr. Gomez moved to approve the meeting minutes of April 15, 2014. All voted in favor of the motion.

Item 4.A. – Section 5.9 – Presentation of Expert and Lay Testimony. J. Willis explained that this proposed revision is require parties presenting evidence and/or expert testimony to provide such a list five business days prior to a hearing, where previously it had been five days.

Mr. Lemont seconded by Ms. Montanaro moved to approve the revision as proposed. All voted in favor of the motion.

Item 4.B. – Section 110.C – Applications for Category A and Category B Council Assents. J. Boyd explained that these proposed revisions are back at the subcommittee after direction from the full council at its January 2014 hearing. At that meeting the members were concerned that limited marinas needed full council consideration. J. Boyd explained that these revisions were the same as prior with out the limited marina section. Subcommittee members questioned the RIDOT allowance and offered that it be amended to state those only not needing variance or special exceptions. Ms. Livingston offered that the residential dock language was too broad and that it should be clarified that such are permissible as per RICRMP water type allowances.

Mr. Lemont seconded by Mr. Gomez moved to approve the revisions as modified by the subcommittee. All voted in favor of the motion.

Item 4.C. – Water Type Matrices – Type 6 Waters. J. Boyd presented the proposed revision to prohibit recreational mooring areas in Type 6 waters, as these waters are the state’s working waterfronts and industrial port centers, where significant commercial activity takes place at all hours of the day and mooring fields are inconsistent with that use.

Mr. Lemont seconded by Mr. Gomez moved to approve the revision as proposed. All voted in favor of the motion.

ADJOURNMENT. Mr. Lemont, seconded by Mr. Gomez, moved to adjourn the subcommittee meeting. All voted in favor of the motion and the meeting was adjourned at 9:15 a.m.
