RI Coastal Resources Management Council

In accordance with notice to members of the Rhode Island Coastal Resources Management Council’s Planning and Procedures subcommittee, a meeting of the subcommittee was held on Tuesday, January 20, 2015 at 8:30am at the offices of the CRMC, Stedman Government Center, 4808 Tower Hill Road, Wakefield, RI.

Call to Order. Ms. Livingston called the meeting to order at 8:38 a.m.

Ms. Livingston called for a motion to approve the minutes of the November 18, 2014 subcommittee meeting.

Mr. Lemont seconded by Mr. Gomez moved to approve the meeting minutes of November 18, 2014. All voted in favor of the motion.

Item 4A – Management Procedures – Section 3. G. Fugate explained that the purpose of the proposed amendment was to allow the creation of Special Area Management Plan (SAMP) subcommittees to oversee all SAMP activities and review policy or permitting issues that pertain to any of the Council’s Special Area Management Plans. He further explained that with implementation of the Ocean SAMP and the current development of the Shoreline Change (Beach) SAMP it is expected that there will be significant subcommittee involvement and oversight. Subcommittee members discussed the creation of a Beach SAMP subcommittee and recognized that there are at present a limited number of council members, and thus overlap on subcommittees is inevitable. Furthermore, the subcommittee agreed that experience and the ability to keep the same Council members up to speed on new SAMP developments and issues would be more efficient and productive. The last discussion item centered on adding language that would provide the creation of ad hoc subcommittees, as necessary, to hear contested cases before the Council.

Mr. Lemont, seconded by Mr. Gomez, moved to approve the proposed draft amendment as modified by the subcommittee. All voted in favor of the motion to approve.

ADJOURNMENT. Mr. Lemont, seconded by Mr. Gomez, moved to adjourn the subcommittee meeting. All voted in favor of the motion and the meeting was promptly adjourned at 9:31 a.m.
