In accordance with notice to members of the Rhode Island Coastal Resources Management Council, a meeting was held on Tuesday, March 22, 2016 at 6:00 p.m. in Conference Room A of the Administration Building, One Capitol Hill, Providence, RI.

1. CALL TO ORDER
Chair Livingston called the meeting to order at 6:00 p.m.
2. APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING
Chair Livingston called for approval of the minutes from the previous meeting.
Mr. Beaudette motioned for the approval of the minutes from the March 8, 2016 Semimonthly meeting; seconded by Mr. Coia Motion carried on unanimous voice vote.3. SUBCOMMITTEE REPORTS
Vice Chair Lemont reported to the Council that at the Policy and Procedures Subcommittee meeting on March 15th, 2016 the subcommittee recommended, for Council concurrence, to begin rulemaking, in accordance with the APA, to the RI CRMP by amending the existing shoreline change maps and adoption of 45 newly updated shoreline change maps for the Washing County communities of Westerly, Charlestown, North Kingstown, Narragansett, and South Kingstown.
4. STAFF REPORTS
Mr. Fugate reported on the following items:
5. Report – Deepwater Wind, LLC -- update from Ted Hofbauer, CVA presentation on the FIR 2015 and FDR 2016
Ted Hofbauer, the Council appointed Certified Verification Agent, with ABS, gave a presentation to the Council updating them on the Fabrication Design Report (FDR) and the Fabrication Installation Report (FIR).
FDR and FIR documents for the turbine, export cable and substructure have been requested and received the design comment sheets (DCS’s) – DWW is working to clarify or resolve issues associated with those.
FIR will be updated and due eight weeks prior to work starting so that ABS can review them and resolve any issues. This agreement was made between Mr. Fugate and Deepwater Wind.
FDR and FIR documents were requested and received. The DCS’s are currently being worked on by DWW to work on/resolve issues and there is coordination to close those items.
The FIR will be updated 8 weeks prior to installation and turbine commissioning.
Wind Turbine – A visit to France to view the assembly showed that the units are in various stages of completion and the review of the factory was satisfactory. Another visit will be scheduled to witness Function acceptance test of generator #3.
Export Cable – The installation of the cable for the wind farm to Block Island has been moved up to April.
Substructures – The finishing work is scheduled for May and DWW is working with Weeks to finalize work.
Wind Turbines – ProvPort to see preassembly of T1 sections – seen great results, very organized, followed processes. EHS out in forefront as #1.
Offshore Installation is scheduled for July and commission in August. One turbine will be observed during construction, installation and commissioning.
Next Steps will be to complete FDR and DIR –
Chair Livingston asked when the Council could expect the FDR for approval. Mr. Hofbauer stated that he expected it within a few weeks and that the FIR could be ready for approval by mid summer.
Mr. Gomez stated that he was very impressed with the work and testing being done on such an extremely important project.
Chair Livingston asked about the working relationship with National Grid for the cable installation. Mr. Hofbauer stated that all seemed to be fine from their standpoint and that National Grid would be from the mainland to the island.
Mr. Affigne asked for clarification on the commissioning process. Mr. Hofbauer explained that once the turbine is assemble, verification of the working processes of the turbine will take place making sure all works in tandem. This happens prior to sending power to cables.
Mr. vanBeek clarified Mr. Hofbauer’s description of the Commissioning process. He expressed that the project is advantageous for Rhode Island as the project includes local businesses.
Mr. Van Beek asked for help to organize a tour for CRMC members to see the turbine. Ms. Turner to see who is available when and will get information to Mr. vanBeek
Mr. vanBeek explained the process of power getting to substations and National Grid.8. ADJOURN

Motion carried on unanimous voice vote. Meeting adjourned at 6:27 p.m.
