The Greenwich Bay Special Area Management Plan (SAMP) began in 2002 with an effort to involve citizens, businesses, and local, state, and federal government in the decision making process. Informational meetings were held to identify issues of concern and develop a coordinated response. A Citizens Advisory Committee (CAC) was formed to provide input to the technical committee tasked with drafting the SAMP and to assist in its implementation.
