In accordance with notice to members of the Rhode Island Coastal Resources Management Council’s Ocean Special Area Management Plan (SAMP) subcommittee, a meeting of the subcommittee was held on Friday, February 3, 2012 at 10 a.m. at the Offices of the Rhode Island Coastal Resources Management Council, Stedman Government Center, 4808 Tower Hill Road, Wakefield, R.I.

Call to order. A. Livingston called the meeting to order.
Item 1. Briefing session on regulatory processes in state waters:
G. Fugate explained to the members of the subcommittee the Ocean Special Area Management Plan (Ocean SAMP) application process, and how it would proceed for major projects in the future, including the forthcoming application from Deepwater Wind for its pilot project in state waters off Block Island. The executive director explained each of the four steps of the process and what they entailed.
Topics discussed included the role of the OSAMP Subcommittee, the role of other agencies and the role of the Habitat Advisory Board (HAB) and Fisheries Advisory Board (FAB). G. Fugate also briefed the subcommittee on how this and any other wind energy project applications would be evaluated for completeness, and a general outline of how the subcommittee and full Council would process any applications.
The subcommittee requested that once the application from Deepwater Wind was received, that the subcommittee be convened and the staff brief the members on the application in general, and provide information on anything that might be lacking for a public notice. G. Fugate agreed.
T. Affigne made a motion to adjourn; it was seconded by P. Lemont. The motion was approved unanimously.
