Rights of Way (ROW) Subcommittee Meeting — Tuesday, February 10, 2026; 5:30 p.m.

Members Present: Raymond Coia, Patricia Reynolds, Ronald Gagnon
CRMC Attorney: Anthony DeSisto, Mark Hartman
CRMC Staff: Jeff Willis, Laura Miguel, Leah Feldman

1. Approval of Minutes for November 25, 2025

Mr. Gagnon’s motion to approve minutes, followed by Ms. Reynold’s second, carried on unanimous voice vote.

2. Staff Report

• Mr. Willis gave progress report regarding the Spring Avenue Extension proposed ROW review.

3. Staff Presentation: Potential ROWs for Subcommittee Review

Ms. Feldman presented to the ROW Subcommittee two Rights-of-Way locations that have documentary evidence for further consideration:

• Meadow Lane/Water's Edge Road - Westerly
• Scott’s Wharf/North Commercial Wharf – Newport

4. Public Comment:

• Richard Langseth – Asked about CRMC’s research into the City of Warwick ROWs with insufficient evidence. Ms. Feldman explained the CRMC process of reviewing previous ROW requests that are very close to being ready for review and, possibly, approval.
• Thomas Andrew gave background on Water’s Edge Road, Westerly and asked that a public meeting be held prior to any decision being made.
• Mr. Langseth asked about scheduling Buttonwoods potential ROW. Mr. Willis stated that possibly the next regularly scheduled ROW Subcommittee meeting.

5. Adjournment

Ms. Reynold’s motion to adjourn, followed by Mr. Gagnon’s second, was passed by unanimous voice vote.
