In accordance with notice to members of the Rhode Island Coastal Resources Management Council’s Planning and Procedures subcommittee, a meeting of the subcommittee was held on Tuesday, February 21, 2012 at the offices of the CRMC, Stedman Government Center, 4808 Tower Hill Rd, Wakefield, RI.

Call to Order. Ms. Livingston called the meeting to order at 8:35 a.m.

Ms. Livingston called for a motion to approve the minutes of the January 17, 2012 subcommittee meeting.

Mr. Lemont seconded by Mr. Gomez moved to approve the meeting minutes of January 17, 2012. All voted in favor of the motion.

Item 4.A. – Section 3007 – Construction of Structural Shoreline Protection Facilities.

J. Willis and J. Boyd introduced and presented the issue in that bulkhead facilities placed well inland of a coastal feature are becoming in fact shoreline protection facilities as coastal features are eroding more rapidly in certain coastal areas exposing these facilities. However they were not built for the purpose of shoreline protection, causing the issue for regulatory involvement. J. Boyd explained that currently the rules do not address this issue and that the proposed are designed to do so. Ms. Livingston asked about landscape walls. G. Fugate explained that these walls would not meet the proposed regulations and would not be subject to them.

Mr. Lemont seconded by Mr. Gomez moved to approve the proposed regulation as presented and begin rule-making. All voted in favor of the motion as presented.

Item 4.B. – Narrow River SAMP – Chapter 9 Regulations.

J. Boyd explained that the proposed revisions are being made to provide for development on parcels with an available sewer line in cases where limited wetland filling is needed to gain access to the parcel. In addition J. Boyd explained that a number of technical corrections are proposed for outdated existing text. Mr. Chateauneuf suggested adding the nitrogen reducing requirement to all three land use applications in Table 9-1. G. Fugate agreed and noted that groundwater levels on N threaten drinking water supply. G. Fugate suggested that a reference be made in the proposed regulations that point to DEM’s rules on when N-reducing technologies are required. Mr. Chateauneuf added additional edits.

Mr. Chateauneuf seconded by Mr. Lemont moved to approve the proposed revisions as revised and begin rule-making. All voted in favor of the motion as presented.

ADJOURNMENT.

Mr. Lemont, seconded by Mr. Gomez, moved to adjourn the subcommittee meeting. All voted in favor of the motion and the meeting was adjourned at 9:30 a.m.
