In accordance with notice to members of the Rhode Island Coastal Resources Management Council’s Planning and Procedures subcommittee, a meeting of the subcommittee was held on Tuesday, September 18, 2012 at the offices of the CRMC, Stedman Government Center, 4808 Tower Hill Rd, Wakefield, RI.

Call to Order. Ms. Livingston called the meeting to order at 8:31 a.m.

Ms. Livingston called for a motion to approve the minutes of the September 18, 2012 subcommittee
meeting.

Mr. Lemont seconded by Mr. Gomez moved to approve the meeting minutes of September 18, 2012. All voted in favor of the motion.

Item 4.A. – Management Procedures Section 5.9.. B. Goldman proposed language to clarify what types of parties the section applies to by adding the words “interested” and “matter” where applicable.

Mr. Lemont seconded by Mr. Gomez moved to approve the proposed regulation as presented and begin rule-making. All voted in favor of the motion as presented.

Item 4.B. & 4.C. – Redbook, Sections 130 Special Exceptions and Section 210.2 Barrier Island and Spits. J. Boyd presented the two section together due to Section 130 proposed for revision to reference changes made in Section 210.2. J. Boyd explained that the proposed revisions are clarification in that all infrastructure references are being deleted from Section 210.2.D.9 and moved to Section 210.2.D.5, thereby eliminating Section 210.2.D.9. Section 130 would therefore be revised to the new reference in D.5. Section 210.2.D.5 also is proposed to add allowances for stormwater.

Mr. Lemont seconded by Mr. Gomez moved to approve the proposed regulation as revised and begin rule-making. All voted in favor of the motion.

Item 4.D. – Redbook, Sections 210.3. Coastal Wetlands. J. Boyd presented proposed revisions to account for sea level rise and climate change findings, as well as reciprocal policy and prohibition additions. Ms. Livingston asked if groups such as the Realtors will understand policy 9. G. Fugate explained that we will hold a workshop to explain entire regulation revision. G. Fugate explained how staff will reach out to the RI Builders Association for input and if significant arise from such and the workshop staff will bring those issues back to P&P for further discussion or offer revisions at the regulation’ public hearing. Mr. Gomez stated that this type of forward-thinking is precisely what the Council is supposed to be doing.

Mr. Gomez seconded by Mr. Lemont moved to approve the proposed regulation as revised and begin rule-making. All voted in favor of the motion.

Item 6.A. – New Business. J. Boyd passed out proposed revisions to Section 145 Climate Change and Sea Level Rise and stated that these will be on the October meeting.

Item 7.A. – Staff Reports. J. Boyd explained that the experimental regulations for shoreline rosion control are almost complete and that staff has met with the south county shoreline communities, Save the Bay, CLF and Surfriders Assn to secure their input. The proposed regulations will undergo a workshop prior to P&P discussion/direction.

ADJOURNMENT. Mr. Lemont, seconded by Mr. Gomez, moved to adjourn the subcommittee meeting. All voted in favor of the motion and the meeting was adjourned at 9:47 a.m.
