In accordance with notice to members of the Rhode Island Coastal Resources Management Council’s Planning and Procedures subcommittee, a meeting of the subcommittee was held on Tuesday, April 16, 2013 at the offices of the CRMC, Stedman Government Center, 4808 Tower Hill Rd, Wakefield, RI.

Call to Order. Ms. Livingston called the meeting to order at 10:09 a.m.

Ms. Livingston called for a motion to approve the minutes of the January 15 and March 19, 2013 subcommittee meetings.

Mr. Gomez seconded by Mr. Lemont moved to approve the meeting minutes of January 15 and March 19, 2013. All voted in favor of the motion.

Item 4.A. – Salt Pond SAMP – (Proposed) Section 980 Experimental Coastal Erosion Control. J. Boyd explained the latest revisions to the proposed regulations. G. Fugate stated that he met with south county towns and NGOs to explain proposal and solicit responses. G. Fugate handed out two sets of such comments. G. Fugate and J. Boyd explained that revisions were made to present proposed regulations based on these comments. Subcommittee agreed with staff position that technical review panel should be composed of technical personnel. Mr. Lemont suggested that a clear written policy statement be made in the proposed regulations regarding the sea level rise trend and its impacts to the shoreline as we know it today. Subcommittee directed staff to add such. Ms. Livingston suggested that these regulations sunset once the Beach SAMP is adopted. Mr. Lemont and Mr. Gomez agreed with Mr. Gomez reiterating Mr. Lemont’s suggestion on inserting a policy statement SLR trends. Subcommittee discussed and directed staff to add a six-year sunset provision. Mr. Gomez asked that staff develop a fact sheet for the Narragansett Bay and East Bay communities explaining process and what to expect as the Council moves forward with the Beach SAMP. Mr. Lemont would like to see a forum with the municipal planning and zoning boards.

Mr. Lemont seconded by Mr. Gomez moved to approve the proposed regulations as revising to include a six-year sunset provision. All voted in favor of the motion.

Item 5.A. – Request to Revise Water Type Classification – Roger Williams University. J. Boyd presented issue of RWU request to revise water type. Mr. Gomez stated that much of the requested change is not necessary and that staff re-visit the issue with RWU officials. Mr. Chateauneuf asked if the town was on board with the proposal. J. Boyd explained that the town had been approached by RWU and supports the change in water type. The subcommittee directed staff to reduce the scope of the revision and work with RWU to accomplish such, and have RWU submit a revised proposal.

Mr. Gomez seconded by Mr. Lemont moved to approve the water type change request conditioned on RWU submitting a revised scope for the water type extent as directed by the subcommittee and subsequently verified by staff. All voted in favor of the motion.

Item 7.A. – “Beach/Erosion” SAMP Update. None held.

Ms. Livingston noted that this meeting may be the last for Mr. Chateauneuf as he is retiring from state service soon. Mr. Lemont stated his appreciation for Mr. Chateauneuf’s dedication, insight and service to the subcommittee and asked that a letter from the Chair to the DEM Director be sent stating such as soon as possible. Both Ms. Livingston and Mr. Gomez agreed. Ms. Livingston directed staff to prepare said letter for her signature.

ADJOURNMENT. Mr. Lemont, seconded by Mr. Gomez, moved to adjourn the subcommittee meeting.

All voted in favor of the motion and the meeting was adjourned at 11:15 a.m.
