RIGHTS OF WAY SUBCOMMITTEE
COASTAL RESOURCES MANAGEMENT COUNCIL

Present: Chair Livingston, Members Gagnon, Reynolds, Beaudette

Chair Livingston calls the meeting to order at 5:46 p.m., and asks Mr. DeSisto to give an update on the four proposed rights-of-way designations listed on the agenda, all located in Warren, specifically Baker Street, Beach Street, Bridge Street, Riverview Drive. Mr. DeSisto states that he has been working with Mr. Mosunic to prepare for a public hearing in Warren, and that so far, the notice has been drafted, a list of abutters has been compiled, but that descriptions of the four rights-of-way need to be drafted. There are no written descriptions of these rights-of-way located in Warren Town Hall, so the descriptions need to be drafted from scratch.

Member Reynolds requested a copy of the proposed notice.

Chair Livingston asked how the presentation to the public will be handled. Mr. DeSisto answered that the Warren Harbor Commission wants to make a presentation before the matter is opened up to public comment. Chair Livingston then asks how long the process will take to get the matter to hearing in Warren. Member Gagnon states that the notice period is thirty (30) days, so realistically, the hearing should be set for mid-May.

After discussion, Chair Livingston suggests that Mr. DeSisto attempt to reserve Warren Town Hall, Town Council Chambers, for May 18, 2017 at 6:00 p.m.

Chair Livingston then asks about the process after the hearing in Warren. Mr. Fugate states that there is a three (3) step process to designate a right-of-way: (1) public hearing in the town (2) ROW subcommittee workshop and recommendation (3) public hearing and vote by Council.

There being no further business, and since no action is required for this update, Chair Livingston calls for a motion to adjourn. Member Reynolds moves to adjourn, second by Member Beaudette. The motion to adjourn is approved unanimously.

Meeting ends at 6:00 p.m.
