RI Coastal Resources Management Council

In accordance with notice to members of the Rhode Island Coastal Resources Management Council’s Planning & Procedures subcommittee, a meeting was held on Tuesday, May 16, 2017 at 8:30am at the offices of the CRMC, Stedman Government Center, 4808 Tower Hill Rd, Wakefield, RI.

Call to Order. Ms. Livingston called for a motion to approve the minutes of the April 18, 2017 subcommittee meeting.

Ms. Reynolds seconded by Mr. Gomez moved to approve the meeting minutes of April 18, 2017. All voted in favor of the motion.

Item 4.A – Revise Section 300.11 Aquaculture. J. Boyd explained that these proposed revisions are back in front of the subcommittee due to direction of the subcommittee from the previous meeting to meet with RIDEM and industry and further refine issues. Mr. Liberti explained RIDEM issues and revisions proposed to address them. Mr. Liberti and J. Boyd discussed the proposed policy revision that deals with actively farmed and the subcommittee after further discussion revised the policy accordingly. Additional general policy discussions ensued. Ms. Montanaro asked about the potential for a monopoly to exist; Ms. Livingston sought how the agency would move forward once the five percent issue was met in the ponds as well as the trend in using floating bags technology. Staff explained that it will continue to hold discussions with RIDEM on aquaculture issues herein and will begin to develop a dialogue on how to proceed with the policies that address floating gear technology, including seeking the input of user groups and municipalities.

Item 5.A – Revise Section 300.15 Municipal Harbor Regulations. J. Boyd explained the proposed revisions in that the policies contained within the current HMP Guidelines will be moved into Section 30015 as proposed and the Guidelines will become a true guidance document.

Mr. Gomez seconded by Mr. Liberti moved to approve both Section 300.11 and 300.15 revisions as proposed. All voted in favor of the motion.

ADJOURNMENT. Mr. Gomez, seconded by Ms. Montanaro, moved to adjourn the subcommittee meeting. All voted in favor of the motion and the meeting was adjourned at 10:10 a.m.
