RI Coastal Resources Management Council

In accordance with notice to members of the Rhode Island Coastal Resources Management Council’s Planning & Procedures subcommittee, a meeting was held on Tuesday, December 19, 2017 at 8:30am at the offices of the CRMC, Stedman Government Center, 4808 Tower Hill Rd, Wakefield, RI.

Call to Order. Ms. Cervenka called the meeting to order at 8:35 a.m.

Mr. Gomez seconded by Mr. Liberti moved to approve the meeting minutes of November 21, 2017. All voted in favor of the motion.

Item 3.A – Revise 650-RICR-20-00-1.3.1(D) - Recreational boating facilities. J. Boyd explained the need to revise the definition of outhauls and to clearly link it with recreational boating facilities. He also explained the need to remove the adjective ‘recreational’ from the phrase ‘recreational mooring areas.’ Mr. Gomez asked about mooring areas appearing at ends of right-of-ways. Staff explained the Council’s harbor management planning process and how municipalities would be required to address the siting of these mooring areas through revisions to their plan. J. Boyd explained how these revisions will be part of a larger package of revisions to the RICRMP that will be fully brought to the subcommittee in the new year.

Mr. Liberti seconded by Ms. Cervenka moved to approve the revisions as proposed. All voted in favor of the motion.

Item 4.A – Revise 650-RICR-20-00-1.7 - Shoreline Change Maps/New Shoreham. G. Fugate explained that these maps will be the first set developed for Block Island. These maps will complete the set of erosion maps for the Rhode Island shoreline. Ms. Cervenka asked about the methodology used. G. Fugate explained the methodology used by Beach SAMP team member Bryon Oakley, Ph.D. from Eastern Connecticut College in their similarities to the existing maps of the mainland shorelines and differences posed by the geology and bluff structure of the island. Mr. Gomez asked storms and undercutting of bluffs. G. Fugate also explained that future work of professor Oakley regarding the understanding of bluff failure vis-à-vis erosion rates that will be used to better inform the council.

Mr. Gomez seconded by Ms. Cervenka moved to approve the revisions as proposed. All voted in favor of the motion.

Item 4.B - Beach Vehicle Legislation – proposed. J. Willis explained the revisions to increase the penalties for operating a beach vehicle without a permit from the Council as well as adding a new section that addresses with penalties the operation of a beach vehicle in violation of the rules and regulations of the council. Mr. Liberti suggested that the word ‘resources’ in the phrase ‘coastal resources’ in both sections be revised to ‘feature.’

Mr. Gomez seconded by Mr. Liberti moved to approve the proposed language in both sections and to make the revision as proposed by Mr. Liberti. All voted in favor of the motion.

ADJOURNMENT. Mr. Gomez, seconded by Mr. Liberti, moved to adjourn the subcommittee meeting. All voted in favor of the motion and the meeting was adjourned at 9:30 a.m.
