In accordance with notice to members of the Rhode Island Coastal Resources Management Council, a meeting was held on Tuesday, July 24, 2018 at 6:00 p.m. in Conference Room A, Administration Building, One Capitol Hill, Providence, RI.

1. CALL TO ORDER

Chair Cervenka called the meeting to order at 6:00 p.m.

2. APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING

3. SUBCOMMITTEE REPORTS

4. STAFF REPORTS

Mr. Fugate reported on the following:

  • A lot of activity ongoing behind the scenes with staff and offshore wind farms (6 staff almost full time) three projects of DWW in various stages and vineyard wind taking up a major amount of time
  • Thursday, July 26, 2018 there will be an open meeting of the Habitat Advisory Board and the Fishermen’s Advisory Board FAB which will serve to fulfill requirements for Vineyard Winds submittal

6. APPLICATIONS WHICH HAVE BEEN OUT-TO-NOTICE AND ARE BEFORE THE FULL COUNCIL FOR DECISION:

2017-12-040 The Narragansett Electric Company d/b/a National Grid -- Construct replacement/repairs of shoreline protection facilities along approximately 1,050 linear feet of the Providence River extending from the Point Street Bridge north to the north end of the South Street Substation in accordance with the submitted plans. Located at plat 21, lot 253 (formerly 429); along the shoreline in the vicinity of 342 Eddy Street (and south to Point Street), Providence, RI.

Mr. Lucia gave a brief overview of the project explaining that National Grid is proposing to replace/repair the shoreline protection facilities along 1050 feet of their property for the providing public access and in line with MetroBay SAMP Greenway requirements. Mr. Lucia explained that National Grid’s four phase project included a parking garage, renovations to South Street Landing Building, reconstruction to National Grid Substation and the construction of an apartment complex. Mr. Lucia stated that in reviewing all four phases against the Greenway requirements, it was apparent that shoreline protection was in too poor of condition to be able to provide safe public use and would need to be repaired/reconstructed. Mr. Lucia explained that the shoreline protection would be repaired using a cantilevered steel sheetpile wall, braced steel sheetpile wall (“raker” system) and a riprap revetment. Mr. Lucia further explained that the braced sheetpile wall system was beyond the scope of maintenance but that the remaining repairs are within the scope of maintenance. Also, because of site conditions and loading requirements, the raker pile system was necessary. The Army Corps of Engineers has issued a permit for the project. Mr. Lucia stated that both he and David Reis, CRMC Staff Spv Env Scientist recommended approval.

Mr. Lucia explained that there was one stipulation recommended by Mr. Reis for the project timeframe and completion by January 1, 2020 and if this date cannot be met, a modification must be submitted by January 1, 2019 to request consideration of an alternative greenway availability date.

Chair Cervenka inquired about the review process. Mr. Lucia stated that the application was processed as a new assent due to the raker pile system and going seaward with the raker piles.

Chair Cervenka confirmed that the application met both the CRMP Category B and the Greenway requirements.

The applicant was then invited to present.

Igor Rungee of GZA Environmental and Nelson Antunes of National Grid were both sworn in and identified themselves for the record.

Mr. Rungee briefly explained the project using large aerial photos showing east project stage and the increasing upgrades and buildings on the site.

Mr. Rungee also showed a photo of a different site to provide the Council with a visual of what the cantilevered shoreline protection would look like and stated that a pedestrian bridge would eventually provide continual walkway access.

Mr. Antunes addressed the Council explaining the need for the upgraded shoreline protection and stated that National Grid agreed with staff stipulations as well as the stipulation for timeframe explaining that National Grid can commit to the January 2020 project completion timeframe.

Public Comment was closed.

Based on evidence presented, recommendations of the staff and agreement of the applicant to follow the stipulations, Vice Chair Coia motioned to approve. Mr. Gagnon seconded the motion.

The motion carried on a unanimous voice vote.
