In accordance with notice to member of the Rhode Island Coastal Resources Management Council, Rights-of-Way Subcommittee, a virtual meeting was held on Tuesday, February 23, 2021 at 5:30 p.m. utilizing Zoom Webinar, and Council members participating remotely.

1. CALL TO ORDER
Chair Cervenka called the meeting to order at 5:30 p.m. and identified the participants of the meeting, Council Members, Staff members, and applicants. The Chair stated that the meeting would be recorded.
2. Minutes put off to next meeting – Lisa to recirculate.
3. Discussion and Action on the ROW Subcommittee Report and Recommendation regarding the North Kingstown ROWs

Mr. DeSisto gave a brief history of the North Kingstown ROW review with the CRMC Right-of-Way Subcommittee.
Chair Cervenka asked Mr. DeSisto to elaborate on the significance of the state ROW designation on a public access area that has been recognized by the municipality as a public ROW.
Mr. DeSisto stated that the CRMC designation would create more visibility for the ROW parcels in terms of awareness. Mr. DeSisto commended the Town of North Kingstown for their forward thinking and perseverance in providing public access that will remain open for future generations.
Chair Cervenka opened the meeting for Public Comment.
Neal Personeus
Mr. Personeus inquired as to whether the ROW would be included in the Harbor Management Plan. Mr. Willis confirmed that the Harbor Management Committee and the Town Council forwarded to CRMC for inclusion as CRMC designated ROW for upland portion and not intended for structures in the water. Mr. DeSisto stated that CRMC is waiting for designation for inclusion in the North Kingstown Harbor Management Plan.
Barbara Ray
Ms. Ray introduced as Chair of NK Harbor Commission and expressed appreciation to the Subcommittee for the recommendation consideration. Ms. Ray stated that both Wilson Park and Allen Harbor Complex have boat launches and adequate parking and that the Town Wharf included parking and access.
With no further comment from the public, Chair Cervenka closed the meeting to further Public Comment.
Motion made by Mr. Gagnon to recommend that the Subcommittee Recommendation be forwarded to the Full Council recommending approval of the three NK ROWs.
Chair Cervenka seconded the motion.
Motion carried.
Will transmit the recommendation to the Council at 6:00.
