In accordance with notice to the Rhode Island Coastal Resources Management Council - Subcommittee Members for Public Hearing regarding CRMC File Number 2017-12-086 Perry Raso, South Kingstown, RI, a virtual Public Hearing was held on Monday, March 8, 2021 at 10:00 a.m. utilizing Zoom Webinar, and Subcommittee members participating remotely.

1. CALL TO ORDER

Chair Cervenka called the meeting to order at 10:06 a.m. Chair Cervenka stated this was a Workshop for the subcommittee to deliberate and make a recommendation to forward to Council which would deliberate at a future Full Council meeting regarding CRMC aquaculture application for Perry Raso File #2017-12- 086. Chair Cervenka identified the participants of the meeting, Subcommittee Members and Staff members.

2. Ryan Moore, Meeting Moderator, briefed participants on the meeting housekeeping items of attendance in the Zoom Webinar meeting.

3 Meeting procedures were addressed by Chair Cervenka for the Subcommittee Workshop attendees.

4. The Subcommittee members reviewed and deliberated on the evidence and testimony as received through the Subcommittee’s meetings of: November 12, 2020, November 13, 2020, November 17, 2020, December 4, 2020, December 16, 2020, December 30, 2020 and January 29, 2021.

5. Based on deliberation of all evidence and testimony from both sides and applying all evidence to requisite CRMC criteria, the Subcommittee voted that there was a significant impact, that the application did not meet the required CRMC criteria, and that the Subcommittee recommended to deny the application on a motion made by Vice Chair Raymond Coia, and seconded by Chair Cervenka. The Subcommittee vote was unanimous to recommend denial of the application.

6. Following the Subcommittee vote, Mr. DeSisto was requested to draft the Subcommittee’s recommendation to the full Council. The Subcommittee agreed to hold another workshop to review and act on the Subcommittee’s Draft Recommendation before forwarding to the Council for action.

7. The meeting was continued to a future date where the Subcommittee members would review and act on the written Recommendation prior to submittal to the full Council.

8. ADJOURN

After a motion and unanimous vote to adjourn, the meeting closed at 12:35 p.m.
