RI Coastal Resources Management Council

In accordance with notice of the Rhode Island Coastal Resources Management Council’s Planning & Procedures subcommittee, a meeting was held on Tuesday, November 15, 2022 at 9:30am at the offices of the Coastal Resources Management Council, 4808 Tower Hill Rd, Wakefield, RI.

Call to Order. Chair Coia called the meeting to order at 9:30 a.m.

Chair Coia asked for a motion to accept the minutes of the March 15, 2022 subcommittee meeting. Mr. Gomez seconded by Ms. Reynolds moved such and the meeting minutes passed unanimously.

Item 5.A – J. Willis explained the proposed changes were in response to a Rhode Island Infrastructure Bank (RIIB) request to adopt regulations that reference and adopt the revised Ocean State Climate Adaptation and Resilience (OSCAR) Fund regulations being developed and adopted by the RIIB, as CRMC (and RIDEM) will become a review authority for the awarding of financial assistance for projects seeking funds for adaptation and resilience on public property under these regulations. The referenced and to-be adopted OSCAR regulations are 830-RICR-10-35-01 (for RIIB) and 650-RICR-30-05-01 (for CRMC). The RIDEM is undergoing a similar rule-making process as the CRMC.

Mr. Gomez and Ms. Reynolds asked about the how the CRMC fits in with the implementation of the regulations. J. Willis answered that staff will act as one part of the review team for applications seeking financial assistance and will assist in the evaluation their ranking vis-à-vis the OSCAR program requirements, as well as advising about RICRMP matters. Chair Coia asked how much of an impact the implementation will have on staff resources. J. Willis answered that CRMC already participates in this and other such programs by offering CRMC Program input into the programs’ decision-making processes. In being a part of the formal RIIB process the staff resources will not be any more taxed than usual. Additionally, the RIIB will be the primary implementation agency in regards to application announcements, coordination, scheduling, etc...

The Chair asked for a motion to consider the proposed changes as presented.

Mr. Gomez seconded by Ms. Reynolds moved to approve the proposed changes to the Redbook 650-RICR-30- 05-1. All voted Yes in favor of the motion.

ADJOURNMENT. Ms. Reynolds, seconded by Mr. Gomez, moved to adjourn. All voted in favor of the motion and the meeting was adjourned at 9:41 a.m.
